Tata Photon Plus — Awaiting material receive / money refund

Dear Sir / Madam,
I have made a online bill payment to TATAINDICOM through ICICI Payment gateway website redirected to my ICICI Bank online account, the transaction showed failure but still my account is debited INR 2399/- on dtd.06.05.2010 & it was committed to deliver the Tata Photon Plus modem within 3 days.Now it is above 13days gone, I am unable to track my modem or money, TATAINDICOM used Indiaideas.com for there payment gateway, this is horrible as I don't know where my money has gone, plz help.

My transaction details are:
Consumer deatils - TATAINDICOM_MICI[protected]
ICICI Payment id - [protected]
Payment Remark - Tata Photon

My bank shows success transaction, but still i didn't receive the material or refund against the transaction.
Please help me out.
