I have booked for a ticket in third-ac compartment in kochuveli humsafar train from krishnarajapuram to kochuveli for travel on 1st september 2019. There were 365 seats available in the same category and the choice for berth i have made was lower, but even with such high availability, i have been allotted upper berth.
I have tried booking the ticket twice and still the same issue persists.
I have contacted irctc customer care who informed me that my choice for berth was nil, which is not true as i am sure that the choice made by me both the times were lower and the customer care was adamant in saying that nobody will be able to change this system of allotting random seats when request is made for a particular category (365 seats available means there will be enough lower berths available)

It generated two pnr for the same train in same coach second bearth got allotted.
How can it generates two pnr for single payment.
Is it not a huge loss for irctc.
