Indian Railway Catering & Tourism Corporation [IRCTC] — failed ticket amount not refunded

I tried to book a tatkal ticket on 10/8/17 vide txn id no. [protected]
The ticket is not generated and shows failed. How ever the ticket price rs.1605+34 (Including bank charges) =1639 was
Deducted from my a/c and not refunded till now. There is no response from the bank.
There fore i request you to kindly refund my amount as early as possible.
