Indian Railway Catering & Tourism Corporation [IRCTC] — I have booked tickets in irctc , ticket not booked but amount was deducted

I tried to book a train ticket on 1st Feb 2019 at 11 03 am, but ticket not booked but my amount was rs 120 was deducted from my bank account and it was paid to one 97 communication. I have received a msg from my bank, please let me know when my money will refunded

Request to take action on this and refund the money back

I login the irctc mobile app, but not received otp to resistered mobile number

Inorder to plan my journey i initiated online transaction on 3 march 2019 in IRCTC site. As amount is debited from my account but ticket is not booked and it is showing error as "no response from bank" kindly refund the amount . I herewith attached screenshot of failed transaction.
