Indian Railway Catering & Tourism Corporation [IRCTC] — My TDR request Repudiated through EDR/ECRS

I got a mail from IRCTC saying that My TDR request Repudiated through EDR/ECRS.
Dear Sir
I have filed a TDR ([protected]) for the below mentioned Details
TDR Date: 01/10/2023
PNR No.: [protected]
Train No: 22653
Passenger: 1
Date of Journey: 01/10/2023
Reason: Train Late More Than Three Hours and Passenger Not Travelled

as i found that that the accident was happened on train route and all the trains were either short terminated, diverted or halted on particular station. as there was no chance of route clearance within due time of 3 hrs. thus i filled the TDR at 08:53 hrs (train time was 06:13 hrs). but claim was repudiated due to timestamp.
My claim is genuine i was not travelled that day as train was finally 18 hrs delayed.
Please help me to re-Open my TDR file or Refund My amount
