Indian Railway Catering & Tourism Corporation [IRCTC] — wrong birth allotted

When i booked the 2 tickets i chose the option of
Book only if at least 1 lower berth is allotted.
But when i paid the 3420/- inr
I got 2 upper berth i complaint the irctc executive m. [protected]
He told me you have to cancelled the tickets and re-booked.
Why i take 420/- cancellation charges.
I want refund it.
