[Resolved]  Irctc — Filed tdr removed and non refund of money

I have filed an TDR for cancellation of my ticket on 25 april 14, but in irctc history the remarks showing against my filed TDR is "regretted" .I need to know that who is the authority to put an remarks against a fied TDR and whom to contact for refund of my cancelled ticket.
My ticket details are as follows:
