Irctc — pnr number showing confirmed seats online but actually not there and penalty charged as a without ticket passenger (khuda baksh passenger)

Book ticket on 27.06.2018 from Vapi to Ahmedabad in Karnavati Express - Train - 12933.

It was waiting status on 27.06.2018 (WL - 24/25/26), Please see attached : Ticket Reservation.jpg)

On the day of Travelling - 01.07.2018, IRCTC web site is showing confirmed seat before chart preparation in Coach D5 - Seat 1/2/3.

Due to some reason, Only 2 passengers start travelling with 3 confirmed seat. (Mr.Tejas and Ms.Shweta)

We found other passengers from Mumbai were travelling on same seats and they also had confirmed reservation in same coach and same seats.

We were waiting Ticket checker to come and resolve it.

From Vapi to Valsad to Surat- Bharuch - We traveled in standing condition.

Again from Bharuch - New passengers entered and claiming same seat in same coach.

There was a dispute with other passengers and searched Ticket checker who was 4 coaches far from our coach. Other passengers complaint for us that we have set on their seat on some online help on phone..

Me and other passenger contacted Ticket checker and they said (At least 3-4 TC were sitting adjoining seats in Pantry car.) They said that Mr.Tejas and Ms.Shweta name is not in their reservation chart but We had a proof that Ticket is confirmed in IRCTC web site ( Attachment : Ticket Confirmation.jpg)

Ticket cheker said that other person has complaint for you and your names are not in our reservation chart so you are considered as a without ticket passengers (Khuda Baksha Passenger) and you have to pay penalty 250 + ticket charges (120 INR)

Why we should pay penalty where my ticket was confirmed and considered as without ticket passenger?

During journey when we were checking online status of PNR number then was showing "Undefined PNR" or "PNR is flushed"

After paying penalty, Ticket checker informed that I have been transferred to another train on next day morning (02.07.2018) called Train Number 22953.
This massage or information not got on our mobile

One side, it is showing confirmed seat on same day before start travelling and during journey - Ticket checker saying my ticket was transferred in other train.

This is complete system failure of IRCTC and total mismanagement of employees without knowing any reality and giving penalty to passengers.

Next day, Same PNR number was showing our status in other train and we cancelled this.
