Irctc — Reservation could not done online through IRCTC

I wanted to book ticket today from Lokmanya Tilak terminus to New Cooch Beehar for 29/04/2015. I am surprised that as soon as it was 08:00AM within fraction of seconds, I got waitlist 367 ( 380 seats were available in sleeper class). Same thing happened yesterday too. When I talked to ticket agents they are ready to provide ticket with same detail at the cost of Rs1000 per passenger. How is it possible? I also talked to my other friends. They told me that they are also experiencing same incidents. Please do something immediately.
