Irctc — Ticket remained waiting but the money still not refunded

Hello Team, I had booked 3 tickets on PNR : [protected]. Transaction ID : [protected] In this booking, two seats are confirmed and we did the journey but the third ticket remained waiting and the passenger has to abort the train because only two tickets were confirmed.
