1993 — complaints about noise pollution caused home theater

I am a student when i try to study i found it so noisy i can not study at all because of this noise.
Please take immediate action to stop this noise...
In my area one # name kittu.. He play loud music at any time.
They disturb all people but people not complaint because they fight with them and abuse them..
Am a student how i can study??
Police cannot take any action because they give money to police..
