Accenture India — Delay in releasing offer letter

Hi,
My CID is C10096938.

I have cleared all the rounds and submitted all the required documents. On 16 Dec 2021, I received a call from the company saying that they will send me the offer letter by next week. It's been more than 2 weeks since that call but I haven't received the offer letter yet. When I called to ask the reason they said that, 1 of the documents has not been submitted (which by the way I had submitted 2 months ago, twice to two different hrs, including the senior hr) on informing the same, I was told in the next call that the document has been uploaded now and is being processed. It's been 10 days since that last conversation, now nobody is responding to my calls or texts.
Infact, no point of contact is responding to my mails, calls or texts. I have an offer from 1 more company. I am confused if I should wait or join the other company.

I request you to kindly look into this and resolve this at the earliest.
