Aditya Birla Finance — ABFL is refusing to provide foreclosure letter

I have loan with Adity Birla with loan number ABHYD0PL[protected]. The interest rate is 13.49% and I wanted to Balance transfer this from another bank with 9.99% interest rate with longer duration so that my EMI burden will be reduced. For the BT process the other bank needs a foreclosure letter from ABFL.

When I requested ABFL for foreclosure letter they are not issuing it all. They are asking for sanction letter from another bank which can't be issued with out foreclosure letter as they can't know the balance amount, charges etc with out foreclosure letter.

I have been following up with ABFL and I sent a number of mails to them explaining the situation but they are still denying foreclosure letter.

Also, their grievance site is also not working. If you open the grievance url, it will ask for your mobile number and you have to enter the OTP that you receive on your mobile but you never receive OTP.
