Air India — baggage damage

Was traveling from kolkata delh dehradun on 19th nov 2017 on air india flight no. 9i 609. On arriving at dehradun, i found my luggage was heavily damaged beyond any repair. When i approached the air india local office at the airport, they verified the luggage and issued a damage baggage report and said that since it is a very small airport, they can only issue the dbr but i need to claim against the damaged only in the bigger airport at metro city.
After reaching kolkata airport, i again approached the air india office. The team here took some photographs of the luggage and dbr and asked me to call the number [protected]. On calling that number i was again asked to send the email with the soft copy of the dbr and the boarding pass which i did. But later during the day, i was told over the phone that they cannot do anything. I need to personally reach out to dehradun air india team and settle it. Enclosed herewith is the scan copy of the dbr issued by dehradun air india team. Where every i approach for help, i get only harassment for asking me to go round and round in circles. Will the air india take action and settle this at the earliest or am i just crying to all the deaf ears?

Trail mail below for your reference but no action so far. Sanjay Bist has not replied to my mail nor does their phone work. This pursuit to get justice will continue with a hope still on the system.

the matter will be dealt by them. We can only get it repaired at Kolkata but as per discussion with you it can't be
repaired .

Please find the trail mail and enclosed file for your reference. I was told that issue will be closed in Metro city which is
also mentioned in the DBR but when approaching the Air India office here at Kolkata, I have been denied for any
resolution, instead have been asked to reach out to you. Kindly settle this matter at the earliest.
