Air India — Complain against 'Samriti Pal' Station Manager at Kushok Bakula Airport, Leh

Dear Sir/Madam.
I had booked a ticked in Air-India for 25/November/2016. As i reported at 10:18am to the to the Station Manager's counter at the airport, because they already have stopped giving Boarding-Pass though our flight departure was at 11 am. 42-minutes were still left when we (i with another passenger) reached and repeatedly requesting the Station-Manager, (Samriti Pal), for the boarding pass. It was so urgent for us that we missed our interview in Delhi. Instead of provide this small service she (Samriti Pal) responded so badly, saying go and complain wherever you want i won't do it in your favour. She was not at all ready to listen anything from us, we requested for shifting in next flight or any alternative flight, or at least refund the amount but refused everything.
But then irony was, we came to know that the flight (AI-446) was took off at 10:30 am i.e. 30-minutes before the scheduled time of departure. Dear sir/madam you can check the status of flight (AI-446) on 25-November-2016. It really disappointed us.
The very next morning (on 26-November-2016) my friend, who also missed the same flight, complained through consumer forum and she got refunded the fare. 0n 26-November-2016, in the evening i have also complain in same way, i did not get any respond as we have a same complain to the same person. So plzzz guide me, where and how should i complain this.
