Air India Express — complaining for lost baggage

Being a frequent flyer with air india express for the past 5 years it is very painful to express that my baggage has been taken by someone else who is already known to you and not insisting him to submit my luggage back to airport. I am here for two days vacation and i need a solution for this at the earliest. The guy who took my luggage called and said that my bag is with him but i dont know why is not submitting back or air india express is not instructing him to return asap eventhough he is minutes away from airport.
