Air India — Refund delayed information

Dear Sir,
I have booked a ticket which is rescheduled by air india with out prior notice so I have to cancel the same...when I have raised refund request and it comes to known the it will take 180days days?? However Air india is claiming that the will settle the refund within 21days.
Actually i desperately need money as iam facing some financial problems.
So I request to please help and do the needful.
