Air India — Refund fraud

Booked ticket on 29th June from Coimbatore to New York and cancelled within 24 hours. Air India promised for a full refund of 83k INR within 21 days. I have been calling and writing to ecommerce every 15 days now. On Nov 2nd 2020 when I called they said my refund has already been processed and there is nothing pending. It was a shock as I haven't received anything in my account. I'm not sure whom to contact or complain about this issue. I see many people have addressed same issue in different forums. Who will take this up forward? Looks like a huge scam to me. Someone please help!
