Aircel — i'm complaining about when call someone before ringing company offer hearing 3-3 times

When we are calling some one before ringing company offer hearing 3-3 times.
It is totally time wast.in case any body get accident and any person get calling his/her home for save his/her life's but its not possible b'coz (Aircel company) before ringing company offer hearing 3-3 times.

If we are wanna know about any offer than we will call to customer.
