Aircel — not getting upc code from customer care no.

Hi... Im an aircel user from west bengal and want to port my no to another network. But the customer care number of airecl of west bengal is not working. This is my only number im using. I have totally detached from the rest of world due to this network failure of aircel. I need to know when millions of indian customers are facing the problem wat the telecom ministry is doing? Is those telecom ministers are for name sake and elected by common people and getting salary from the incomes of common people. They should take care of this matter. My no is [protected].
