Aircel — not receiving my upc

Hi, i m laxma reddy. I have been a aircel customer for almost 7 years. Recently i started having problems with the company due to its signals. I would like to port my number to an other service provider. But when i send an sms "port to 1900. I m not even receiving my upc to port. Kindly help or i ll be forced to move to cc. Thank you. I wanted to port out to any other network but not getting unique code as i am facing technical issues very frequently so wants to port out i am sending several smses but not receiving unique code from aircel. Number is given below.
