Aircel — unable to get unique porting code (upc) from aircel

From the last month, aircel network is not available in my state, i. E., assam and despite multiple attempts i have not been able to obtain the unique porting codie (Upc) for my postpaid aircel phone number [protected] so that i can move over to another network of my choice. My relationship number is 1-[protected]. I have already paid all my bills in advance.
