Aircel — upc code not generated, porting must required

I am trying to port out of aircel due to the network failure.. I tried almost 20 time to send port msj on 1900 all time balance got deducted but no upc code generated.
Please look into the matter and let me know how to generate upc code. I am really suffering from a big problem and an an aircel user from a long time. Please look into the matter and resolve it asap.
