Indian Post Office/National Saving Certificates — Discrepancy in payment of maturity amount of NSCs

I & Mr.Manoj Jain purchased two NSCs of Rs.500/- each from Vehicle Factory Jabalpur Estate, Sector-1 (PIN-482009) on same day, i.e, 25/07/2000, wherein the maturity amount was committed to be Rs.978/- on 25/07/2006. On 05/11/2007, Mr. Manoj Jain was paid Rs.993/- (Rs.978/- maturity amount+Rs.15/- as interest @ Rs.2.5/- per month for 6 months). But when I approached the post office on 06/11/2007 for encashment,the Post Master and the concerned Staff first said that they will pay only Rs.872/- since the previous calculation was erronous. On argument, they raised the amount to Rs.950/- and on further argument and giving reference of Mr.Manoj Jain, they re-calculated the amount and agreed to pay Rs.991/- (this is ridiculous). I received the amount and later on tallying it with that of Manoj Jain, when I found the discrepancy and enquired the Post Office for the reason and justification for the same, they misbehaved with me. The matter is not of Rs.2/- but of justifications and transparency of such deals. This calls for an enquiry of such cases and remittance of the remaining amount to the individual if it is really payable. Those people should know that they are just Government servants and not paying it from their pockets.

National Saving Certificates — Certificates lost and no maturity payment

Dear Sir,
I had purchased a lot of NSC's in the year late 80's but unfortunately I lost the bag containing those certificates. Now Its almost 2more than 25 years how to get my maturity amount. All these certificates were purchased from Station Road-Dehri on sone post office in bihar 821305 and Dehri on sone post office in bihar 821307.
Can you please guide how to retrieve the above mentioned maturity amount.

In Alchemist website there is no mention about Alchemist Infra Reality Ltd.There is mention about it's subsidy Alchemist reality Ltd. and also mention in its Annual report 2009-10 addressed to their shareholders that "your company has not received deposit from public'. So, How can I beleive this company is fair.Please tell me.

Alchemist is a group of industries, registered with Sebi. And that is basic difference Alchemist and other chit funds and company entities not registered with Sebi. They are raising money in the form of Certificate of Property for their various industrial projects, where the money raised from the public is 100% safe.There remains some technicalities which can not be divulged in both co. and public interest.

I am one of the customers of Alchemist Realty Ltd.
However, I see most of the people are reluctant to invest in it, in-spite of good return, since it has neither website nor online access.
Since Alchemist has its established business, why don't it think of launching one website to get reach of mass of the people as well as to earn customer satisfaction throughout nation?

We have invested a lot of money into Alchemist Infra Realty Limited as 16 Year Fixed deposit on faith to the agent and also on the name of Alchemist group. This investment has been done before 6 Month. After the Sharada scam I was afraid and trying to search the status of the company at internet. The outcome is very disappointing. I noticed there is NO RELATION between Alchemist group and Alchemist Infra realty Limited. Although I noticed that Alchemist group is having a listed company called Alchemist Reality Limited. Also the certificate has been issued does not contain Alchemist logo properly and also the registered office is not matching with Alchemist Group. I also noticed this organization does not have any public website and nor have any official email address.
After farther search I got a non-verified information is that Alchemist Infra reality Ltd is registered under Companies Act and listed into Ministry of Corporate affairs.

ALCHEMIST 'GROUP' COMPANIES UNDER LENS FOF FUND-RAISING, The Economic Times, Date: 14-May-2013

NEW DELHI: Three Alchemist 'group' companies are under the corporate affairs ministry's scanner for their fund-raising activities, which allegedly ranged from accepting deposits against fictitious property certificates to issuing preference shares to investors without the regulator's approval.

KD Singh, the entrepreneur-turned-politician, is the chairman emeritus of the Alchemist Group, which according to its website is a Rs 10, 000-crore conglomerate with a wide range of business interests varying from hospitality to pharmaceuticals to real estate. Singh is a Trinamool Congress Rajya Sabha MP from Jharkhand, and is reputed to be close to West Bengal Chief Minister Mamata Banerjee.

None of the three companies under investigation - Alchemist Infra Realty, Alchemist Holdings and Alchemist Capital - is named in the group's website, but the corporate affairs ministry during the course of its investigations discovered advertisements and pamphlets for the deposit-taking schemes that explicitly stated that Alchemist Infra Realty was a part of the Alchemist Group. Alchemist Capital's filings with the Registrar of Companies (RoC) names Singh as a shareholder.

RoC Delhi, which was probing Alchemist Infra Realty's books, discovered that in 2009-10, the development charges and the advance against land collected by the company stood at Rs 1, 087 crore in comparison to the actual land holding of Rs 43 crore.

"It clearly shows that the company is having no land assets and is simply collecting funds from the public on false promises, giving fictitious certificates on the basis of non-existing land and shall not be in a position to deliver the said property to the depositors, " RoC Delhi had written to the ministry on August 24, 2012.

According to the RoC's investigation, a number of complaints were filed against the company by various people.

The complainants furnished their certificates of property issued by the company, which later reneged on its promises. Alchemist Infra Realty, on its part, told the RoC that it has not accepted any deposits from the public for allotment of land or plots and said it had not deployed any agents to sell its schemes.

The Alchemist Group spokesperson, in an emailed response to ET, said the group does not accept daily deposits, weekly deposits, monthly deposits or deposits of any kind, and is not connected with any kind of chit fund business.

Deposit-taking companies have been in the news since the implosion of the Saradha Group in West Bengal, the home state of the Trinamool Congress.

The spokesperson added that Alchemist was a large group and believed in fair business practices, and that charges against it were motivated. "The cited matter is in court and hence sub judice...Since the matter is in court we won't like to comment on this. It suffices to say that we don't agree with the charges which were based on motivated complaints hence the matter is in court of law. It won't be out of place to mention that Alchemist group is in existence since last 32 years and has never defaulted in any business or financial commitments towards public in general or any institutions in particular, " said the spokesperson.

On a separate and specific query about the exact nature of relationship between the Alchemist Group and Alchemist Realty, the spokesperson reiterated that the matter was sub judice, and that she had nothing to add. The corporate affairs ministry had directed the Serious Fraud Investigation Office, or SFIO, to probe Alchemist Infra Realty, but the company has obtained a stay order from the Delhi High Court against the investigation.

The ministry of corporate affairs had launched an investigation into Alchemist Realty and the two other companies after receiving a complaint from CPI MP D Raja that was forwarded by Reserve Bank of India Governor D Subbarao in January last year. Raja in his letter complained that 13 companies, including Alchemist Infra, were illegally inviting deposits from the public by issuing brochures and offering schemes like allotment of residential plots, debentures etc.

Raja, whose party is a political opponent of the Trinamool Congress, told ET he did not know who the owner of the company was when he filed his complaint, but was subsequently told by people that this was 'KD Singh's company'. "I had written a similar letter to Sebi Chairman Shri UK Sinha too but I received no response from him, " added Raja.

In the case of Alchemist Holdings and Alchemist Capital, the RoC is probing violation of Section 67(3) read with Section 73 of the Companies Act. These sections together forbid a company from privately placing shares to more than 50 persons without obtaining the necessary approvals from Sebi, and also disallow a company from floating advertisements inviting deposits without the necessary approval from bourses. However, Alchemist Capital has raised Rs 165 crore and Alchemist Holdings another Rs 444.67 crore and the list of allotees run up to 1, 369 pages and 1, 439 pages, respectively.

The companies raised the capital through preference share of face value of Rs 10 each. The ministry of corporate affairs is studying the outcome reports of the technical scrutiny into the accounts by RoC Delhi, an official familiar with the developments told ET.

So, it is requested to verify everything before investing.

ashu agency — Non return of Deposit

We were getting RO purified water from ashu agency situated at 14/3, Shivaji Nagar,Vakola Bridge,Santacruz 9E) Mumbai 400055. We paid deposit for 2 Jars. if ALCHEMIST INFRA REALTY LTD is genuine than why theres no information in their website. they are collecting billions of rupees from market and still they are not able to make an website worth Rs. 10000/-. I myself invest 5000/- because one of my friend requested but i`m sure this is a cheat fund and will vanish in the near future. i tried to recollect the money but did not succeed yet because that friend of mine quit the group. more of all this is a limited company so no one can blame the alchemist group for any thing.

I have gone through the above Complaints logged by many of the investors with their genuine quiries. Who is Mr. Prosenjit Chakroborty to reply issues, he is a mere agent, partaing to company's business affairs. Let some company official to reply / address the issue. Recently I have invested some money with M/S Alchemist Infra Realty Ltd at Belda (WB) but on seeing the declaration on money receipt I am scared about the genuiness of your organisation. The declaration as " --- application money for allotment of proportionate undivided share in LAND and development charges" . Why such declaration are called for . At the time of investment I was asked to investe money with a high % of return certainly not for the allotment of LAND and its developement. I rather happy to have investment certificate/ share certificate from ALCHEMIST GROUP . I want a clarification in this regard from the CEO / CFO of Alchemist Group.

It is specially to MR. APRATIM ROY CHOWDHURY, self claimed marketing manager of Alchemist group. So hope Mr. Roy Chowdhury is having better financial background than all we guys have asked for the suggession. Mr. Roy Somedays back one my uncle just joined with Alchemist as an agent after getting retired from his service. So he asked me for some investment, and off-course I have to do it - atleast you can guess why. But I asked several question to my uncle before approaching to public for the investement - because agents will be asked question and to face the public if something goes into wrong track in recent future, And from my analysis point of view I could not establish any of your claim posted here about the company(please notice I am not rasinig question on you but on the company itself. Let me put some question here to replied by you or some direct face of the company-
1. When and why company goes to raise the money from market?
when a company approaches to bank for the loan for their investment, bank do the analysis, verification on co's financial status, their activities, reputation, future, Risk Assessment etc..(note not from single angle), And if bank won't get satisfied result they deny to offer the loan or offers the loan in high rate of interest than the normal rate. Now this co can go to lend the money from market providing better interest rate than the fixed deposit/MIS scheme rate available with so call reputed financial organization like Bank. Here is the WIN-WIN situation for both party - public as well the company. Investor get higher return on the risk she has taken on investment with the company, And Company get the money with less rate of interest get the money for their investment as capital. But here if some days company get defaulter, no guarantee for the money back to the public. Can you tell me the law through which public can approach to the legal organization for their money back? If company itself goes into defaulter whom you are going to catch for your money? this question to you as you claimed more secure than LICI.

2. The company group Alchemist under which it is doing the business - the website is http://www.alchemist.co.in/company-information. Am I right?
why Alchemist Reality Infra Ltd is not mentioned in the co's site? below are the list of name mentioned in Co's website-
Alchemist Limited (BSE, NSE), Alchemist Realty Limited (BSE), Alchemist Hotels & Resorts Limited, Alchemist Food & Beverages Limited, Alchemist Hospitals Limited, Alchemist Foods Limited, Alchemist Tea, Alchemist Touchnology Limited, Alchemist Aviation Pvt. Ltd., Alchemist Airways Pvt Ltd.

So how can you claim it is the part of the Alchemist group? Let me push simple question here, so that people having less background on finance can better understand the fact. let say you are 3 brothers. You and your elder brother are well established in abroad and so called rich. Now the other brother of your, who is surviving with small business, went for loan from market, and public gave the money to him knowing other 2 brothers financial and status background, that they will get the money back. And all those transaction happened without your knowledge. And someday due to some uncertainty he is not able to repay the money and go absconding. Then if those public comes to you and claim the money - will you agree to re-pay?

One more example HDFC Bank, HDFC Housing Finance, HDFC Insurance are on the same group/umbrella but as each exists as separate entity. If you have some default case with one of your insurance policy taken from HDFC and if you visit to a HDFC Bank branch will they handle your query? They will ask you to pay a visit to HDFC insurance branch and Bank is separate entity.( I am taking this example as I had to go through similar experience). So if public investing with Alchemist Reality Infra Ltd and approaches to other entity as you claimed it is part of Alchemist group how they will handle the query? because they are from separate business and they have no knowledge of this. Even if CEO or CFO of alchemist claim it is not under our group and you can see in our website it is not mentioned. So money you have invested with the company please go there we are not at all responsible for it - it was on your own risk.
So I suggest why don't you ask your co. to mention Alchemist infra reality Ltd also in the List of the co of Alchemist web site?

3. Next I even tried several time to download the financial report from the above mentioned Alchemist co's website..and as expected the link did not worked. So can you please push these QQ too to your upper management so that link is taken back As earliest possible so that at least it makes little belief on your self claim.

4. The co it self is in IT and the finance report link is not working. Please mind it now-a-days website is the face of a company.
5. Also you have mentioned LICI is not egistered on BSE - any idea what type of co. is LICI? and you are comparing Alchemist with LICI. Sir it is insurance co where is your one is investment co - I will point only to Alchemist Reality Infra not the group. Both runs on different Law. This comparison at least not acceptable from you being a marketing manager of the company.

And after all I will give you call on your mentioned mobile for the answer of these QQ in next 3 to 4 days. hope you will have ready with these answer.

and it realy cheat public through their agents,

( Like Other Company : Veerbhumi and other listed in SEBI ) they have also SEBI registerd and registered with company act 1956 of the govt. and also pay some maturity amount to public but what happen now . all are declalier Bankrufcy to themself because the pay high % of return to public. they show public and within some year they vanish from market.

The SEBI registration is not sufficient if you see the ceritificate, the certificate has no proper printed address and phone details. if it is multi crore company they have a proper address and phone numbers,

As per above discussion only Agents are giving answer till now, not even any chaire person of the company, As per a certificate I got from one of my friend when i see the certificate the Address is that :

APRATIM ROY CHOWDHURY self claimed marketing manager claimed the company return 2000 crore maturity amount to public and an agent of the company claimed they pay 4000 crore to public. whether marketing manager is correct or an agent is correct pls decided, the difference amount is not less than 2000 crore)

One thing any body from Madhya Pradesh can tell here, whether the company develop a total area of 547534.68 sqr yard ( apox 113 Acre) in Kolaras tehesil, Sivpuri District, Madhya Pradesh ) ( Note the above mesurment as per wikipedia calculation ) of (905.016 Kanal ) as per given certificate, if mesurment is wrong i am sorry myself )

One of my neighbours has died recently of cancer, having an Alchemist certificate. As per the system, the title of the certificate can be changed to
the 2nd applicant and/or nominee from the lst applicant Unfortunately, the wife (2nd applicant) is in dire need of money which can not be withdrawn before maturity. This rigid system has to be changed considering necessity arising out of death, medical treatment etc, otherwise the certificate holders are to languish at home waiting for the maturity date to come!

I sincerely believe you will consider the above most sympathetically and do something for the helpless victims of God's cruelty.

There should be provision for interim payment in case of exigencies like death, medical treatment etc.instead of transferring ownership from lst applicant to 2nd applicant and/or nominee, because in such time money matters the most for the widows or members of the patient party. I would request before the management to give full thought into the matter and do something concrete to alleviate the sufferings of the persons concerned. Please let me have your valued decision in this regard earliest.
