Alliance — Disruption in internet- provider collecting money but no service provided

Durgapur Aranyak pashchimanchal.service provider using all torn wires and when ever we r complaining, he is coming and putting cellotape to the wire...past two months paid 600 +600= 1200.
Either attain the issue and penalise the provider or return back my money.
