Alliance — mobile not connecting

I am trying to connect my android phone to my alliance broadband connection. My laptops are getting connected through router with no issue. But my phone is not getting connected... Saying failed to obtain ip address.

It is not that it is issue with only my phone, but other phones are not getting connected also

We have raised the issue with our cable operator b r communications but they have failed to resolve the issue.
