Amazon India — CHEATED by sending 1 non returnable items but I PAID for 2

I have ordered 2 items which is charcoal strips packs ...! And when i was ordering it said that minimum quantity of ordering is 2 ... i ordered 2 items PAID for 2 items ...! But recived 1 item ... which is non returnable ... and hence they are not taking my complaint of missing items ...! They cheated on me with my money ...! I want a refund

Nothing is been done till now ...! Will it get RESOLVED or not ?? I have been looted straight for rupees ₹100 ...! Where i order 2 products paid for 2 and getting 1 ...! N also its non returnable se they r not submitting a complaint too
