[Resolved] Andhra Bank — transaction problem through debit card

I have a debit card and when i was paying the bill (1155) at a restaurant the transaction didn't go through whereas i had 1590 in my account. Tried atm and also tried through paytm, even that didn't work. This is not acceptable as it is happening for the second time. Please solve this issue. I might have to switch to another bank if this happens again. I already need to get a refund of 1400 for which i have got no reply or mail even after putting a complaint.
