Anix Mart — Bad product. Not ready for Refund

I saw a very beautiful gown for my sister's wedding on Facebook last year. Enquired about it on FB. I asked for return policy and was told if I don't like the product I can return within 7 days. Then lockdown happened and the wedding was postponed. Wedding is now in April so decided to buy now and I contacted the same person and asked for the same dress. I asked him to show the actual pic of the dress. He said it is exact the same. I bought it for 2095 Rs. I received the dress on 28th February 2021. The dress was a disaster. It was not ever 10% of the dress in the pic. Looked very cheap. I tried to contact this person but he didn't answer. The next day I was asked to contact another number. I called the other number and that person told me that he will send someone to pick the dress in 7 days. Now it's been 12 days no one has come. He ignores my call but he chats on whatsapp. He claims that I am a fraud who orders products only to return it. I shop regularly online and never had such an experience. He also agreed in whatsapp voice call that he lies to people that his product is the same as the one in the pic so that people buy his bad product. Once while talking to him I heard people laughing. they were laughing on me for sure coz I was asking for refund. Below are the phone numbers.
