Anna University — Applied for transcripts 2 months back, still under section progress

I applied for wes transcripts 2 months back, my application is still under process. I visited the office 4 times, every time I get a standard response "It will be processed this week". They never pick up calls. I lost an opportunity due to this. I am helpless right now, not sure if there are any other forums I can complain about this.
