Anna University — my college management not allowed to attend the semester laboratory exams

Hello sir,
Iam from ssm college of engineering in komarapalayam, i'm studying b. Tech-information technology (Final year), i'm unable to pay my college fees, so my hod sir not allowed to attend the lab exams,,
In starting this semester i was not pay my fees that days he send out me from class and reduce my attendance,, after he was ask me a fine for low attendance percentage,,
Now he says if you pay all dues, (College fees, fees fine, attendance fine, internal exams fine...) after i will allow to attend the semester theory exams,,
I'm requested & asking time from class incharge, but my hod was not allowed to attend the exams,,,
