Anna University — Regarding my lost consolidated marksheet

I lost my consolidated marksheet degree cert and all other certificates in the year 2015 due to floods. I have been trying to get them over these years but I am not able to. Recently Anna University had mentioned that all certificates have to be applied online in the website. In that list I am able to see all certificates application but not able to see consolidated marksheet application. The staff at the Controller of Examinations office don't give a prompt or a proper reply either. They dont respond to emails, dont pick up calls. So whom should we contact? Kindly get this process streamlined properly.
