AP Financial Services — Non refund of vehicle booking amount

Sir,

I am dy comdt devi prasad panda from indian coast guard. I had booked one creta-2020 1.5 ex petrol from canteen store department (Csd) through ap financial services, delhi. The booking amount 20, 000 (Receipt enclosed) was transferred on 03 jun 20 post detailed discussion and assurance from the firm that the vehicle is readily available and can be delivered with in a month. However, in later stage the firm intimated view limited production and heavy booking likelihood of delay for atleast a month or two is anticipated. Considering the delay i requested to refund of the amount on 20 jun 20 and i decided to purchase another vehicle from the near by store.

However, the firm denied for the complete refund (Refunded 15000 post deducting 5000 on 29/06/20) in the pretext that the firm has already booked the vehicle, however, could not produce any documents.

Further, on repeated inquiry they submitted that, its the consultancy charge they have deducted which will be refunded on next car booking with them. Hailing from a middle class family it is not feasible for me to book cars frequently and in the current financial situation view covid-19 all these deductions from hard earned money will affect financially as well as mentally.

I tried to approach the higher authority in the company mr sawan kapoor ([protected]) for reasoning, however, he never answered my phone. I also reqach out to his brother mr sumit kapoor ([protected]), who initially justified the deduction and later decided to ignore my call despite my repeated effort. The only person who respond is miss nupur ([protected]) sales representative.

I also emailed them about the issue and requested for refund. However, the same went unheard.
With almost a month passed, i am writing this so as to get help towards refund of my amount as the firm is unwilling to hear anything, let alone co-operation.

The firm work with the motto"we serve those... Who serve the nation..." however, in my case i have been served in a way that i have to literally beg for my refund. Canteen store department is the facility extended to armed forces for purchase of vehicles on subsidized rate. However, considering the remote postings, completing all the documentation formalities in person is not always possible.in those cases 3rd party firm like ap financial services comes to play who on behalf of the soldier does the paper work and canteen formalities and gets remunerated accordingly. However, in the current situation the request for cancellation was initiated only when 1/2 month delay was ascertained by the firm. Had they promised to deliver the vehicle as promised, i would not have cancelled the booking.

Therefore, i request you please intervene in the issue and pass instructions/ directives to the respective firm for refund of the balance amount for which i shall be obliged
