Apollo Hospital — fraud management asking money towards employees/pensioners

We went for medication of my father on 21st march, 2020 saturday to cghs hospital (8). Doctor * sir referred us to visit nearest hospital to avail services. We went to apollo hospital drdo, kanchanbagh for medication. Receptionist and op billing people are asking money to visit doctor, when i said that my father is a pensioner then they are asking us "to submit credit memo or else pay bill and you can visit doctor". After visiting doctor, he asked for dressing and to do that "again we have to submit credit memo or else we have to pay money". Since i had only one credit referral form, which i submitted to visit doctor, now i paid amount for dressing.

Pensioners are the persons who have age above 60 and most of them are unable to walk. If the hospital management is doing this kind of things how can these persons will roam again and again to these hospitals for credit forms?

Today, 23rd march, 2020, we went for second visit, as per rules, submitted credit memos and visited dr. Bhuta, he just gone through the reports for 1 minute and written another doctor name a. Raghu to consult. Again we went to ground floor to meet raghu doctor and these doctors were busy in meeting and all the patients are in the queue. We have waited for 2 hours and when the doctor has arrived, he just asked for bill. When i said dr. Bhuta has referred us to you means, then he said that "bring separate bill on my name" for consultation. I'm wondering these doctors are placed to ask for money or to treat patients?

This is the worst experience i have ever seen in any hospitals.

Is this the way how the central government employees are treated after their retirement?

Request you to take necessary action, since this is not only my problem, there are so many persons who are aged. Cannot walk properly are visiting this hospital because it is nearby.

They are asking credit memos because they can submit and gain extra income.
