Bally Municipality — Garbage collector

Garbage collector of our area don't come on time and run quickly without taking garbages from anyone's house when someone ask him to stop or anything he ask for extra money for doing his duty.
Please suggest what should we do? Should we start throwing garbage on road side.
This is something serious and immediate action should be taken against this.
