Bank Of Baroda — blocked atm card without knowing me

My atm card is blocked without knowing me and when i done transactions through it it is showing as blocked i called consumer care several times but there is no response by them so plz unblock it as soon as possible as i have urgent work out of it . I am outside delhi due to some work soo i can't visit the bank soo please if possible unblock it urgently.

In 27/03/2018 i am trying to transfer money from debit card to bajaj allianz, rs-10000, first transaction time10:39am shown failed, and when i retry second time's transactionrs-10000/ is sucessful, but in message shown two times cash debited from my account, now i dont refund mybalance rs-10000, please refund my balance rs-10000/
