Rs 23.60 debited (Trf) cwdr/004999/TYYW0687/RESP_238 in my ac xxx14633 on[protected].
As per rbi circular dated 14 august 2019, it is to clarify that transactions which fail on account of technical reasons shall not be counted as valid atm transactions for the customer. Consequently, no charges therefore shall be levied. But you people have levied the charges for financial transaction, even though the transaction has been failed. further it is to clarify that in this month only two valid financial transactions have been done by me, and it is to further clear that no balance enquiry has been made by me at atm, as i always check through star token or balance enquiry toll free number.
I am already aware of the following rules:penalty rs.20+gst 18% (Rs.3.60)=rs.23.60 per attempt. Charges of rs 20/- plus gst are applicable for financial andrs 8/- plus gst for non-financial transactions beyond the set limit. To my analysis, it is clear that in the above received message,
Cwdr/008933/sacwn943/ represents the following
Cwdr - cashwithdrawl
008933 - transaction serial no.
Sacwn943 - atm id
It has been observed that the cash withdrawal done on 3rd sep 2019 represents same atm id. (Attached screenshot)

This means as per the transaction number, on september 3rd prior to my cash withdrawal almost two transaction id's i. E., 008933 and 008934 got failed. As per the amount (Rs 23.60), the charges are applied for financial transaction. As calculated below. Penalty rs.20+gst 18% (Rs.3.60)=rs.23.60 per attempt.
