Bank Of Maharashtra — regarding not opening my account in bank

My name is shaikh nazim shaikh jameel. Resident of nandura dist buldhana. Today[protected] i visited the bank of maharashtra request them i want to open saving account in bank but manager very badly says no also one of their personal says your account can't be open in our bank name bank of maharashtra. I urgent require bank account so that i can do my financial transactions whatever required such as deposit of money and withdraw for my financial matters. I would like to bring your great attention to solve my problem so that i can avail basic banking facilities. There is no official circular of rbi not to open bank account.
