Bank Of Maharashtra — system down for more than 2 days

Branch: padmavati, pune. When i went to close my ppf account at the bank, the staff was not aware about the new ppf rule. I had to explain them and show on internet. Then when i wanted to withdraw 💰, they said system is down and they're have no idea when ll it be up again. The system was apparently down for 3 days and no one was able to withdraw their own money or do any transaction at the branch, howmuch ever urgent it was. Is that possible?
