BBMP — harassment by bbmp ramagondanahalli officials

I am a resident of citilights rustique (Apartments), ecc road, whitefield. On 16 january 2017, 25 resident owners filed the applications for securing a-khata for their respective apartments. These applications were filed with bbmp office located at ramgondanahalli, whitefield. I have been personally following up with the officials for the last several months at the office. They have been harassing us by not providing any response. During the last conversation with mr siddalingappa (Aro), he informed us that the application file is missing. I want to know why bbmp has not processed our applications for so long despite being complete in all respects. Also, we would like to understand how an application file can suddenly go missing.
