Bharat Petroleum [BPCL] — two cash memo generated within two days

My name is tushar, i am getting bharat gas supply from jagannath gas co. Dombivali west

I have booked cylinder on 11th feb 2020 and received cash memo no. 123260 of rs. 685/- for booking no. 107600 on that day we are not in our room but not so far from room but delivery person not ready to wait for 5min and went away after several calling to him he didnt came on the same day and agency lady said will deliver in next day.
Today after 2days delivery person came with another cash memo no. 124068 of rs.830/- for same booking no. 107600 and said rate has been increase from today that means agency wait for the rate increment and charge us extra rs.145/-.
Other major point is agencies delivery persons are ready to deliver on 11th feb 20 with extra charge of rs. 100/- when we refuse to pay extra he stop responding and said we will deliver in next couple of days.
Delivery persons are not responding and wait for even 5min for us as we are not paying any extra amount to them other than invoice, every time they are demanding extra rs.10 for delivering cylinder at home.

Its a total harassment from agency as well as delivery persons and very much headache for us every time they come as per their schedule and disappear immediately, we also requested agency not to send delivery boys between 10am to 11am because as at the same time my wife is going to school for dropping my kids but agency is not helping for the same they rudely reply that we will deliver as per our time and convenience.

How can they raised another cash memo for the same booking no. Can we get justice in this regards.

Please take necessary action for the same
