I have tried to generate UPC number 11 times, but every time getting below 2 messages

1) Your request for UPC has been delayed. Please wait while your request is being processed.

2) UPC cannot be generated as there is an active request for the change...

As I can be your new customer but very disappointed by the bsnl staff because the staff was very rude and abusive.
Actually i called him for new connection and he told me to give me 2-3 days and after 3 days i called him back for update he told me some issue (bla bla) and told me to wait 2-3 days again i called him after 1 week he is saying wait for some more days then i asked him if you are not able to do, please tell...

I wanted to port my BSNL sim card to another network and i have sent porty request to 1900 but its doesn't allowing anything and it says Your request for upc has been delayed. Please wait while your request is being processed. And it says Request for UPC for your mobile no. 89******** could not be processed. Please retry after some time....
