I can't generate UPC. When I was sending request for generating UPC I got a message saying "UPC cannot be generated for the reasons: (1)There are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance." Please help me.

The worst internet connection have a name it's BSNL.In my city BSNL have only 3G connection but it doesn't give standard speed for us. The maximum speed is 90kb/s but in the night 1am they provide 500kb/s. We are spending money but not getting proper connection.
Already complainted to bsnl customer care but no use.

I had recharged both phones (numbers as below) as per STV447
1. [protected] on 14th July '22 REF: PGSM[protected]
2. [protected] on 16th July '22 REF: PGSM[protected]

Today suddenly both phones stopped giving me access to phone calls and the message was of 'no balance or insufficient balance'.
I didn't have any need to make many calls since I use internet, whatsapp and signal.
This is monstrous and extremely discouraging for committed consumers despite several offerings from other vendors.
Can I demand an immediate response and reinstatement?

The above mentioned connection was held by me when i was posted in Ferozepur, i terminated the connection on 23 Apr 2022 and paid all my pending bills on the next bills cycle . As per said norms Iâ€™m supposed to get my paid advance in 60 days from the termination of the connection but was not received yet, the agent (Navneet) who was involved in the connection is not picking my calls and not the bsnl Ferozepur office is providing me any assistance.

I sent the porting message to 1900 twice, but got the following reply both the time

"Your request for UPC has been delayed. Please wait while your request is being processed."
"Request for UPC for your mobile no. [protected] could not be processed. Please retry after some time."
