BILLING WITHOUT PHONE

I am Shri MageshKumar T K ,Jr. Works Manager, Ministry of Defence ,Avdi Headquarter.Chennai-600054
I have new landline connection on 03/01/2012 request ID 64188836 ,my phone number is[protected],and broad connection was given on 14.01.2012 , due change of my government quarters, I have shifted my quarters on 30/01/2012 including my phone connection and the same was intimated O/O DGM, BSNL,Avadi through letter and bsnl have give acknowledgment on 25/02/2012.
my plan is 750 unlimited with 20% discount and modem was purchased by me as directed by BSNL staffs .However they sent first bill for 14 day usage about Rs.2148.and for the month of February 2012 Rs.2289 and the month of May they sent for bill amount of Rs.2907.
In view of the above ,I would like to complaint that I have used broad band connection only 14 days in the month of January 2012 afterwards the phone was not in use even no connection was given by BSNL to my new quarters. but regularly they are sending bill to me which is not acceptable, since BSNL not given connection to my new quarters, without phone shifting they are sending bills regularly.
Kindly take the matter and direct the BSNL authorities to connect me the landline connection and broadband also modify the bills accordingly.

For e.g. my BSNL broadband connection for internet is like playing dice. Some days it works, some days it does not! Most baffling! The call centre is useless to say the least. They are trained to frustrate you. They go through some set process and they have to disconnect in 5 minutes. Does not matter if you problem is resolved or not. Here are some of the tricks they employ to get you off the line.
a. Our back end staff will get in touch with you. (nobody ever will. If back end is more qualified then why are they in the back end?)
b. Line goes blank
There are people in their system who are seriously committed to helping the customers. But they are nicely hidden for the common man. Unless you know where and how to reach them, BSNL can be quite an experience for all the wrong reasons.
The problem is that the capable and willing people are not exposed to the customers.
