We are (Infocom Network Ltd. , 611, Apex Mall, Tonk Road, jaipur) not receiving telephone bills since few months, the person who distributes the bill throws them some where else. Due to non receivance of bill we have to give penalties because of crossing due date.
So please take care of the matter.

      SUB: ABUSE OF POWER BY GENERAL MANAGER TELECOM DISTRICT, JALANDHAR; MOCKERY OF JUSTICE BY INVITING ON PRETEXT OF ARBITRATION.
      Sir,

      I am constrained to draw your attention to some disturbing decisions taken by the General Manager Telecom District, Jalandhar. Under your control, all the decisions taken are contrary to the rules framed by the department and fundamental rights of the society due to the bureaucratic set up created by our country.

      Most regrettably, these painful developments have come a time when the appellant has been called by the Deputy General Manager, BSNL on Friday from[protected] that the General Manager Telecom District, BSNL, Jalandhar want to meet me in connection with the appointment of Arbitrator. I approved the proposal and went today at 4 P.M. especially after traveling 30 K.Ms from Phagwara to find out the solution to end the dispute created by the BSNL since last two years.

      By the highhandedness of the officials of the department the applicant became victim of beauracratic system those shield the guilty and offenders in open.

      The General Manager Telecom District, Jalandhar don’t consider the rules framed by the Department, principles of democracy and rule of law.
      It shows that if the officials violate any rule then it is called mistake and the repeated reminders and representations for more than two years with mental agony is considered as routine of the public. Whether the Emergency has been declared by BSNL.
      BSNL General Manager Telecom District clearly at every point says GO TO COURT? WHY BECAUSE HE IS KNOWN THAT NO CBI, ENFORCEMENT DIRECECTORATE, INCOME TAX DEPARTMENT AND REVENUE INTELLIGENCE CAN TAKE ACTION AGAINST THE GUILTY OFFICIALS.
      Whether we are living in an Independent Country. WHETHER I HAD BEEN CALLED TO MAKE CONFRONTATION RATHER THAN RECONCILIATION.
      DETAILS:

      1. As per the request of the General manager Telecom District, Jalandhar I visited his office on the issue of appointment of Arbitrator.

      2. The General manager Telecom District, Jalandhar in the presence of The Accounts Officer, BSNL, Jalandhar and the Accounts Officer, BSNL, Phagwara misbehaved with me and shouted on me that GO TO COURT TO SORT OUT YOUR DISPUTE.

      3. The General Manager on first point when I shown him that the amount on Broad Band Connection was collected from me i.e. Rs 5515 has been charged from me on 31st March 2009, the Principal amount was Rs 5,000 and Rs 515 had been charged for Service Tax. When I opted for Unlimited plan after 22 months of my submission of fees the amount should be refunded as under:

      a. The amount of Service Tax collected should be refunded as when the Service has not been availed then the Service Tax should also be refunded. The General manager argued that the Service Tax is being paid to the Government and so the Tax collected can not be refunded. I tried to convince with example that when we purchase any item from the market. If that item is not utilized and we return the item to the seller then the seller has to refund the amount alongwith tax collected as Vat from the Seller. But the General manager not agreed to my arguments.

      b. Second time I put before the General Manager that the Early termination charges has been levied by the Department and I made hundreds of representations in this regard that when I had not made any Early termination then my amount should be refunded. In this case I made hundreds of rounds to the Accounts officer, Phagwara and wrote several letters to different authorities. Ultimately the S.D.O. replied that the Early termination charges will be levied and refused to refund the amount.

      c. I proved that the Early Termination charges levied on the subscriber was wrong as the connection had been taken in 2009 and so the Early termination charges after 22 months can not be levied. The General maanger argued that the connection had been taken in 2010. I said Sir the connection had been renewed in 2010. He again argued that the connection has been terminated on[protected] and again issued so there is termination. I said Sir, from[protected] that was renewal of the connection not it was New Connection. The General Manager refused to agree to my point. Then I shown the Supreme Court’s decision that unless and until the Security Deposit has not been refunded the contract will stand continued. Then the General manager agreed to my point. On the next moment said that you have got refund of Early Termination Charges so what you want now. I said Sir, I have been struggling from the last two years to get justice. So I should be compensated for the mental agony and pains. At this point General Manager told that what compensation you want. I told him that I had been to New Delhi twice to collect the information which you people were denying. Then I have to struggle from Consumer Forum to Consumer Commission and made several rounds to your offices and so my compensation for providing misleading and vague information from your company amounts to Rs 1 lac as demanded in my application. At this the General manager shouted ‘GO TO COURT IF YOU WANT TO TAKE COMPENSATION”. At this point I packed my file and leave his office.

      4. The General Manager is misusing his powers. Rather to make sympathy with the consumer he was shouting at the consumer and was shielding his staff.

      5. Though the facts that there are hundreds of discrepancies. When I said that the department is lodging the complaint with Police department of loss of cable made of copper wire whereas such type of cable has never been manufactured by any manufacturer worldwide. The General manager says that this was typographical mistake and justified all the wrong doings of BSNL for the reasons best known to him.

      6. Proved facts of wrong doings established but the points dismissed by General Manager Telecom District, Jalandhar by saying that such type of mistakes are genuine and so be overlooked.

      7. The commission of offences punishable under Sections 419 and 420 of the Indian Penal Code are being taken as routine matter by the General manager Telcom District, Jalandhar. Whereas the action should be taken against the convict. But the GMTD is himself treating as the Shield to the convict.

      8. The departmental action should be initiated against the offenders those are guilty of not following the rules framed by the department and misconduct.

      9. That the offneces under Section 420 read with Section 419 of the Indian Penal Code are proved. Though it is proved that the offence for which the officials of BSNL have made offences should be convicted.

      Relief Sought:

      It is prayed that the victim (the complainant) kindly be compensated with payment of compensation.
      That the stern action kindly be taken against the offiials those duped the complainant by imposing penalties and not heed to the requests made several times.
      The departmental proceedings kindly be initiated against the officials if found guilty then they should be terminated from their employment with immediate effect.
      The instructons kindly be given that the staff and officials should not make such type of conduct to desist them to do similar type of activities in future.
      That as on every year the connection as considered by the department as new all the guilty officials Service should be considered as fresh on every year as re-employment with every passing year and the continuity of service kindly be suspended. If the consumers continuity can not be calculated then why the Service continuity of the staff is being calculated. So, all the benefits with continuance of service should be withdrawn.
      As the department has depued several thousand subscriber by not providing service in the days of Service got disrupted with their hard earned money. The case of Fraud kindly be registered against the guilty officials.
      Therefore, I seek your personal intervention to sort out the prolonged dispute and make necessary directions to the concerned officials.

IF I NOT RECEIVE MY REFUND WITH INTERST WITHIN 7 DAYS, I WILL GO TO THE CONSUMER COURT.

        We r suffering from bad situation of our landline no. [protected] from three months. Many of times we have lodged complaints at our telephone exchange Dharampur, Distt- Mandi (H.P.).
        Always we r assured to have the problem sort out. But all assurance go in vain. Sir, you r requested that we belong to rural area and all the three male persons of the family are working out of state. Hence, it is very much important to have communication system in good conditions. You hereby requested once again that kindly see the matter and solve the problem as early as possible.

          My mobile phone ([protected]) was ported from Airtel to BSNL. It worked alright for two months. Now abruptly BSNL has deleted this number from their network from 2nd August. When I contact their Customer Services they say there is no fault with the number. Airtel says they do not have any issues and all the dues to them are cleared. In fact the number was ported only after the dues were cleared. WILL SOMEONE FROM BSNL HELP ME.

              My self vinay teja with mobile no.[protected] has been registered in "do not call registry" for the last couple of years.But the telemarketing calls are continued but they were not so frequent.For last one and half years have getting "bikini babes, ftv calender girls on mobile, south sizzling stars nude on your mobile", etc from no. 58888, 54646, 55888 respectively.

              In the month of may I complained to the call center at 1503 for 5 times continuously.They have registered my complaint but the messages continued.Then when I called them again they said that they have stopped the services but it should be further processed by "national dnd call center" at 1909.So they advised me to call them and enquire regarding my complaint status.

              On may 26 when I called 1909 they said that they haven't received any request till now & they took another complaint to deactivate the same.They said that the procedure will take 45 days for stopping the messages and calls.When I asked who have activated the service first of all, then they replied you should know that.

              After prolong argument they said it has been activated by default.Even after 45 days also these calls and msgs are continuing.Yesterday I.E., On[protected] when I called 1909 to know the status they said that they haven't received any request so far. I told them the particulars, then they said that last time when I called then the messages and calls have been allowed permitted by me when I especially said that I want to stop that services. .So they again took another complaint yesterday and again said to me to wait for 45 days.When I asked who had answered me last time, they are saying that u have to know as you have spoken with him.When I asked to forward the call to supervisor they said that they will not as they are pretty busy.

              As a last option I am sending you this mail.I request you to pls look into the matter and resolve it within 1 week otherwise I have no option but to approach consumer forum for further action.

              These msges have been opened by fault by my cousins(aged 10 and 9) and they was unnecessary fight and they were exposed to illegal content for minors.Even females (mom, sister) unknowingly opened and viewed the images.So I request you to pls attend the complaint and reply me soon about the status.

              If I get no reply with in 1 week then I have to approach appropriate authority.

                  I have two landline connections. These phones are not working from last three months. I had done complaints at Trifalghat Exchange, Baldwara Exchange and i had also call at Mandi office . But i did not get any positive response. Fifty to Sixty percent phones are not working in Trifalghat exchange I[censored] will provide these types of service then i am requesting that please pick up these phones and put it on the front of kids, which will use it as a toy.

                    i am custmer of BSNL prepaid mobile service with mobile number [protected]. i was using the prepaid mobile plane all @ 49.
                    on date 27/05/2011 i renewed this plan again upto 26/05/2012. the charges of rs 44.42 deducted from my acount. after that my call rate become 49 paise per minut but last month i recharge my mobile with STV of rs 17, due to which my call rate at BSNL mobile during night become 5 paise per minut for one month and during day my call rate increase from 49 paise to 60 paise when i try to compaint it in call center they called me that your plan is change from [protected]@49 to 2G special and you can change it back into [protected]@49 by recharge of Rs 3. and i call him to registered the complaint that my plan is change without inform me but they refuse me to registered the compaints

                      Sir,
                      I got message 56505 on[protected]"Thank you for continuing monthly masti service. You have been charged Rs.5" on my bsnl No. [protected]. Which I have never subscribed. I have registered a complaint at 1503 (bsnl complaint registering sms No) but there is no response from bsnl.
                      So i have tried to cancel the subscription by sending sms
                      "CAN MASTI" to 5605
                      and the reply was
                      "To confirm your subscription cancellation reply with "CAN MASTI YES"
                      so i replied.
                      "Thank you for using our service. your unsubscription request has been accepted"
                      The subscription was cancelled but they have charged Rs.3 for each sms.
                      Total loss is Rs. 5+3+3 =11
                      This is an illegal and fraud. Is there any chance i get my money back and make sure that they did not activate such packages without consent.

                        I am Purchasing 3g mobile sim card on 29th march 2010..
                        Calling rates is (Bsnl to Bsnl is 0.30 paise/min & on other network 0.60 paisa /min ).

                        But ,
                        At current time the calling rates will be Increased (Bsnl to Bsnl is 0.50 paise/min & on other network 0.70 paisa /min)..

                        Why Calling Rates to be increased ???

                        Please Solve my problem ,Previous calling rates will be apply on my mobile.

                        i am also contacting customer care ..
                        but,
                        I am not satisfied with customer care..
                        he does not solve my problem.

                            Sir,
                            I had applied for BSNL broadband connection in the month of July-2011 and for the same the procedure was started from BSNL end in the same month. I want to terminate this connection due to the following reasons:

                            1. Due to broadband faults I am not able to use the broadband most of the times. When I log complaints for the same then there is no proper resolution of my complaints. The customer care people also don’t respond to the complaints properly.
                            2. The wiring was done on 8th July-2011 for the landline phone, but the phone was not activated until 20th July-2011. When it was activated, even then the internet was not working and no one came to my premise to rectify the issue till 28th. After this date only the broadband was installed at my premise. I was then told by the person who installed the connection, that your billing has been started from 8th July. I want to know how the billing can start even before the connection was properly installed at my home.
                            3. When I enquired regarding the bill on BSNL toll free number, they told me that your bill has been generated for the duration 12-July to 12-August, which is Rs, 2391/-. There are random security and installation charges included in this bill and I was not informed regarding the same before providing the connection. Even on the BSNL portal (www.bsnl.in) such charges are not mentioned.
                            I haven’t used the internet service properly even for an hour since I taken the connection. Please instruct the concerned people to do the needful to terminate the connection.

                            Please note that I will not be liable to pay any charges for this connection after today (2nd Sep-2011).

                              i have a BSNL BROAD BAND connection in my home and i am facing problem in surrendering the same.
                              I have met the JE in person in the BSNL office during the March month and handover the complaint letter to him indicating to accept my surrender of the broadband line as the line was not working properly. the copy of the letter is enclosed for the reference.he insisted me to use the line for next 10 days and if problem still exists he said he will close it. Ever after meeting him, the line was not working properly and i have made a complaint thro internet to close the connection.

                              But till date nothing was done but i have been receiving month on month the bills even after indicating the surrender request for the conenction.

                              I was not using at all the broadband connection all these days, but it was shocking to me that they have billed for the entire plan cost and moderm charges which comes to rs. 700/- month on month... ??????

                              Last week again, when my relative went in person and enquired, they have insisted to pay the entire balance amout and then only they would close itseems.

                              i am ready to pay the modem charges for the period. but as i have not used the internet all these days, the BSNL has no rights to charge me the PLAN charges. They can very well check on the usage of the plan.Where is my fault in this ? why should i pay the plan cost when i have not used the internet ?

                              Atleast now i hope, i would get an solution to close the broad band connection at my home.

                              I get the BSNL Broadband net one month back that time he told only deposit 500.00 but now he sending to me other extra bill all most Rs.2238.00. I would like to pay 650.00 only per month unlimited kindly do to my net connection continued otherwise your choice. I will ready to pay 650.00, only per month this kind of information for you.

                                  The bsnl india games is not usefull to me. However I have called many times to the customer care centre of bsnl through their toll free number. But they have not responded to my calls. Therefore I have posted my complaints through their bsnl portal i.e http://bsnl.indiagames.com on 10/07/2011 and requested them to de activate the games. But they have not cared my request and Rs.200.00 each month cahrged in my monthly telephone bill for the month of July and Aug, 2011. I have taken broad band facility from bsnl land line no.[protected]. Please deactivate bsnl india games and help me in this regard.

That, on 14th September 2011, I have given request to BSNL customer Care for activating my caller tune RBT code - 559446 and i have submitted the request to 56700 and the request was not accepted. But till now they have not activated my caller tune .i have registered complaint several times, but they never responded. The complaint docket numbers are I14OR756559 Dt.14th Sept. 2011, 7:29 PM.

                                      apllied for the connections 2 months back, still there is no progress.
                                      I had applied for a new connection in Bangalore ( Chikkabanavara) in Feb. Even after one month, it's not given. Whenever i call they inform me that everything is fine it will be done in one week. But not been done yet.
