Bharat Sanchar Nigam [BSNL] — Bsnl bill generated without providing broadband connection

I submitted my bsnl form for new broadband connection on March 2020.later I got connection with Act fibernet so i informed BSNL not to process my application. No one came to my house from BSNL from then. After few months employee from BSNL inquired about the rejection of the new request. I informed that i already got connected with Act fibernet. They said ok that time and now BSNL sent me bill of 4785 rs for submitted my application alone. They did not come into my house in person and not laid a single wire but they are asking us to pay this much amount. How come we will pay amount without using the service. I filled the application form alone for that they are asking the money
