Bharat Sanchar Nigam [BSNL] — unable to send messages from following mobile number

I am unable to send any message from my sim with following details.
Service Provider: BSNL
Number: [protected]
Circle: Odisha
It fails saying "Could not send a message from [protected] with error#69". I am unable to make any calls from the same number now. Could you please look into this? Number: [protected].
Please check it fast and let me know. It causes a lot of hindrance at my work. Thanks in advance. I am trying to recharge online. It fails for that as well.
