Bharat Sanchar Nigam [BSNL] — Unable to use Postpaid SIM in other states

I have ported my number to BSNL postpaid Kerala Circle and was using normally. Once I moved to Karnataka Circle 'No network' showing. I tried two different phones and even tried in Manual Network Mode also. BSNL 3G/2G is showing 'Unable to connect'. Further I contacted BSNL customer care in both states Kerala and Karnataka. Kerala Circle said 'They cannot do anything as the SIM is not working under their circle of coverage' and Karnataka Circle said 'The issue to be resolved in the original circle where you took the connection'. What to do now?
