Bharat Sanchar Nigam [BSNL] — Wrong recharge refund

Sir/madam, my recharge flexi no. Is[protected], i have done a wrong recharge for amount 156/- reference no. Is [protected], for which i requested a reversal from bsnl, they told me the procedure but at first i was unable to send the message after contacting bsnl costumer care finally i was able to send the message, but then it wasn't accepted saying transaction time duration should not be greater than 0.5 hours, after again calling coustmer care they say they cannot refund amount of 156/- please help.
