Bharti Airtel (Broadband) — Account not activated and not refunding the amount

Hi my landline number is [protected]. I was informed that connection is available at my location and was asked to make the payment. Later they said they cannot install and asked me to cancel the connection. I called broadband everyday and everyone says no request raised for cancellation and whenever I call they say that since there is no connection active on my account they cannot raise any complaint. What can I do here, please help.
